The ones that shouldn't get promoted, get promoted because they show that they can constantly have their noses in their workers assets and write them up for anything as little as taking a drink of water on the floor. The leaders constantly power trip and the ones that should get promoted are exhausted and don't want to give any more than they already do or cant promote because they cant go 90 days without a write up for something absolutely ridiculous. The laid back call out convenience, and location is the only thing keeping the staffing. you can survive the constant micromanaging, cliques, and favoritism.
